Mrs Miguel. I was so sad to hear of your husband’s passing. Although I did not know your husband, my fond memories of you as my middle school English teacher only lead me to believe he was someone quite special. I hope your sadness is quickly replaced by only happy memories and your granddaughter brings back all those happy thoughts through the twinkle in her eyes. God bless you all. Fondly, Maria Spinoso Walter. ❤️

Mrs. Miguel and family,
On behalf of Rosary-Strathmore Neighbors, please accept our warm condolences. Our 11 year connection with the SPD started with your husband on a hazy, hot, humid day in June when I invited him and a "few of his designees" for a block tour by way of an introduction to what we were trying to accomplish in our area of the city. Well "a few" turned out to be no less than 20 LEOs he brought with him that day for a very memorable tour! He was incredibly generous with his time and resources to us and our concerns and we are so grateful for his commitment, professionalism and warmth. Thank you to YOU, too, for making it possible for him to be here for us; I know that his service was also your service.
May God rest his eternal soul and comfort you in your loss,
Debra Douthit

Kathy and Kristen my most sincere condolences, I was heart broken when I was informed of Gary's passing. I have been praying for him for well over a year now and will continue. Gary and I were transferred to SID at the same time and I worked for him and with him for the next five years until my retirement in 1995. I would like to say I have never worked for anyone with such unwavering integrity. He was not just a boss , he was a true and great friend. Although I have not seen him recently I will miss him forever. He was a great cop, supervisor and most importantly a great person. Rest In Peace Gary, may God be with you my friend.

I am truly devastated at the news of Gary's passing. I'm heartbroken for you Kathy, Kristen and the entire Miguel Family. My favorite memory was when I accidentally called Gary my mother's uncle instead of cousin... in the Post Standard! Gary would never let me live it down, reminding me every time I saw him.
Gary was there for our family at the passing of my mom, sharing some very kind words at her funeral. I'm shattered that I couldn't return the favor.
This world is a little bit darker without Gary's smile, laugh and joy. Sending love to you from Memphis, TN "Uncle" Gary.

He was the epitome of a professional, he cared deeply about his fellow officers, victims of crimes and the Syracuse community as a whole. He made himself available to whoever reached out to him. He was a fantastic supervisor and a better Chief. My heart goes out to Gary’s loving family. SteveDougherty

I first met Gary when he was a student in the basic police academy on Roney Lane near the SU campus. We had students representing departments from all central New York counties, many of them truly outstanding. Gary was in a league all his own. As academy staff, we recognized this star among us very early in the course. He was obviously very bright, but the qualities of integrity, objectivity, compassion, and humility shown the brightest. He was charismatic. You looked forward to seeing him each day. Gary was so impressive in the academy that I made it as point to follow his career, always using as a frame of reference that great kid I first met. I have known several SPD chiefs during my 50 years in the business and enjoyed good relationships. But Gary was the best. The post here by Lt. (ret) John “Kid” Corbett says it all about this extraordinary guy. I offer my condolences to his family and all those who, like me, felt privileged to know him.
When he announced his retirement, I sent him a note that said, “say it isn’t so”. His passing brought the same to mind.

Gary was a extremely well rounded person and this trait carried over to a solid and successful police career. We worked together as Police Officers and he as my supervisor (sergeant and above) in various street level assignments (patrol/CID) over our 35+ year careers. As a supervisor Gary was able to retain his experiences as a street cop and incorporate those experiences into his understanding of the decisions made by Police Officers/Detectives while on the street. This ability won him the respect of many Cops including myself.
My wife Patty and I express our deepest sympathy to Kathy and Gary’s entire family for the loss of a good man.

Kathy, Kristen, Natalie, Mike and Family - No words can adequately express the sorrow shared by me and, literally, thousands of other people, at the loss of Gary. A true friend, confidant and leader has been taken from a society that desperately needs people of his character, wisdom and compassion. Rest assured that Gary's positive influence and good deeds will reverberate among the many people who knew him, and the many more people who didn't but were the beneficiaries of all his tremendous attributes - for a long time to come. I was privileged to work both alongside him and under his command for many years. He was, unquestionably, one of the most principled people I've ever met, and the quintessential standard-bearer of a professional police officer.

I got to know Gary in middle school. We both grew up in the Montrose Avenue area, and spent a lot of time after school just hanging out. At that same time I was blessed to have his sister Natalie as my 7th grade science teacher. Gary was a year ahead of me in school, and when I got to high school we continued our friendship and I got to know his future wife Kathy. After graduation I lost touch with him, but reconnected about 10 years ago. We played a lot of golf together since then, and some of our matches included his brother Mike. I spent a number of post golf afternoons at his home in Marcellus, and there got to know his daughter Kristen. Condolences to the family from a old friend. John Matthews
